command line trace function?

I know there is a way to trace an IP address from the Command window in Windows.... or atleast there used to be, because I've done it.

I thought it was "trace *IP address*", but it doesn't work... maybe it only worked on my Win95 machine? Does anyone have any idea of how to find out where someone is based on their IP address?

Where?
where someone is is not readily avaliable.

You're thinking tracert (windows) traceroute (linux), which can find the path between you and them, but it won't give you info to say "129.21.1.17 is in Rochester, NY"

tracert is nice and all...
...but if you're in Windows, you'd really rather be using AnalogX HyperTrace
